Amcor warns beverage sector to prepare for shift to reuse

Amcor has issued a clear signal to beverage producers that EU Packaging and Packaging Waste Regulation (PPWR) reuse targets will require a fundamental rethink of packaging choices, as brands prepare for the operational realities of large‑scale reuse systems and expanding deposit return schemes (DRS) across Europe.

Speaking ahead of PPWR’s phased implementation, Amcor says beverage packaging will face “real implications” as producers adapt to mandated reuse targets — 10% by 2030, rising to 40% by 2040 — alongside the growing number of national DRS programmes. Germany’s established system, which achieves a 98% return rate, is highlighted as evidence of how quickly reuse infrastructure can scale when supported by regulation and consumer habit.

The company notes that reusable beverage containers must withstand repeated washing cycles, temperature variation, mechanical stress and transport handling — all of which place new demands on closure performance, sealing reliability and material durability. Amcor’s guidance suggests that closures, often overlooked in reuse discussions, will become a critical component of system integrity as bottles circulate multiple times through collection, cleaning and refill loops.

According to Amcor’s product line director, the shift towards reuse is no longer theoretical. Beverage producers will need to evaluate packaging formats now to ensure compatibility with future infrastructure, particularly as DRS expansion accelerates across EU markets. The company emphasises that packaging choices made today will determine whether brands can meet PPWR obligations without costly redesigns later.

Amcor’s position reflects a wider industry trend: packaging suppliers moving from single‑use optimisation to reuse‑ready design, anticipating regulatory pressure and retailer expectations. The company is advising beverage brands to assess closure systems, material resilience and lifecycle performance as part of their long‑term compliance planning.

PPWR is set to reshape packaging strategy, supply chains and product development. As reuse systems grow, packaging components that once played a minor role will become central to regulatory compliance and operational efficiency.
